Indicator 16:

Purpose
Integration of SRHR into national climate adaptation policies, strategies, and plans is an important step towards unlocking climate finance for climate-SRHR activities. This indicator will be used to track how SRHR is included in national-level climate policies.
Definition
Change in the number of climate adaptation policies, national climate strategies, and climate emergency response plans that include SRHR, including both new and amended policies

Disaggregation
May be disaggregated by type of policy (e.g., HNAP, NAP, NDC, other climate policy, etc.), whether the policy is new or amended, what domains of SRHR are included, etc.

Indicator 17:
Health & SRHR policies, strategies, and plans include climate change.
Level: National
Purpose
Integration of climate change into a country’s health and SRHR policies is critical for ensuring climate-responsive actions are institutionalized, planned for, and budgeted for. This indicator will be used to track how climate is included in national-level health and SRHR policies.
Definition
Change in the number of health policies and plans (both general health and SRHR-specific) that include specific consideration of climate change’s impacts and adaptation strategies, including both new and amended policies.
Data source and Measurement
Analysis of national-level climate policies.
Disaggregation
May be disaggregated by type of policy, whether the policy is new or amended, what climate hazards/adaptations are included, what domains of SRHR are included, etc.

17.1 Whether or not a country has a health or SRHR policy that includes climate (input)
17.2 Whether or not a country has completed a Vulnerability and Adaptation Assessment (VAA) and the frequency with which VAAs are updated, disaggregated by whether or not SRHR is included and what SRHR domains are included (input)

Indicator 18:
Diverse stakeholders are engaged in efforts to formalize and finance climate-SRHR policy.
Level: Project
Purpose
Creating policy change often requires mobilizing a range of stakeholders to raise awareness, build buy-in, and ultimately institute change. Engaging diverse stakeholders is important for securing broad support as well as for ensuring that the details of the policy reflect the needs of those affected. This indicator will be used to track stakeholder engagement in the policy advocacy process.
Definition
Number of people reached through efforts to formalize and finance climate-SRHR policy (gender-responsive climate policy and climate-responsive health and SRHR policy).
Data source and Measurement
Project records.
Disaggregation
May be disaggregated by gender, age, stakeholder group, policy/policy goal type, and geography.
Sub-indicators
18.1 Number of events held with the aim of formalizing and financing climate-SRHR policy.
18.2 Number of collaborative mechanisms (e.g., memoranda of understanding) established for coordinated policy development and implementation with other departments and ministries, such as meteorological services.

Purpose
For portfolios investing in climate-SRHR action, it’s important to understand how those investments contribute to and shape the policy enabling environment over time. This indicator will be used to track policy contributions across projects within climate-SRHR portfolios.
Definition
Change in the number and percent of countries in the portfolio that have climate-SRHR policies (including one or more climate policies that include SRHR and one or more health and SRHR policies that include climate).
Data source and Measurement
May be aggregated from Indicators 16 and 17 or monitored separately. Track over time to establish change.
Disaggregation
May be disaggregated by type of policy, whether the policy is new or amended, what climate hazards/adaptations are included, what domains of SRHR are included, etc.
