Purpose

Integration of SRHR into national climate adaptation policies, strategies, and plans is an important step towards unlocking climate finance for climate-SRHR activities. This indicator will be used to track how SRHR is included in national-level climate policies. 

Definition

Change in the number of climate adaptation policies, national climate strategies, and climate emergency response plans that include SRHR, including both new and amended policies

Disaggregation

May be disaggregated by type of policy (e.g.,  HNAP, NAP, NDC, other climate policy, etc.), whether the policy is new or amended, what domains of SRHR are included, etc.

16.1 Whether or not a country has a climate policy that includes SRHR and includes actions to protect the health of populations and health systems operations from extreme weather events and current climate change (input)

Indicator 17:
Health & SRHR policies, strategies, and plans include climate change.

Purpose

Integration of climate change into a country’s health and SRHR policies is critical for ensuring climate-responsive actions are institutionalized, planned for, and budgeted for. This indicator will be used to track how climate is included in national-level health and SRHR policies.

Definition

Change in the number of health policies and plans (both general health and SRHR-specific) that include specific consideration of climate change’s impacts and adaptation strategies, including both new and amended policies

Disaggregation

May be disaggregated by type of policy, whether the policy is new or amended, what climate hazards/adaptations are included, what domains of SRHR are included, etc.

Indicator 18:
Diverse stakeholders are engaged in efforts to formalize and finance climate-SRHR policy.

Purpose

Creating policy change often requires mobilizing a range of stakeholders to raise awareness, build buy-in, and ultimately institute change. Engaging diverse stakeholders is important for securing broad support as well as for ensuring that the details of the policy reflect the needs of those affected. This indicator will be used to track stakeholder engagement in the policy advocacy process.

Number of people reached through efforts to formalize and finance climate-SRHR policy (gender-responsive climate policy and climate-responsive health and SRHR policy)

For portfolios investing in climate-SRHR action, it’s important to understand how those investments contribute to and shape the policy enabling environment over time. This indicator will be used to track policy contributions across projects within climate-SRHR portfolios.

Definition

Change in the number and percent of countries in the portfolio that have climate-SRHR policies (including one or more climate policies that include SRHR and one or more health and SRHR policies that include climate)

May be aggregated from Indicators 16 and 17 or monitored separately. Track over time to establish change.
