Indicators for Climate-SRHR Action
Domain: Climate Vulnerability & Actions

Indicator 08:
Climate-SRHR programming is delivered to climate-vulnerable regions.
Level: Project
Purpose
Given the limited resources available for climate-SRHR action, it's critical that this programming is delivered to regions vulnerable to climate change. Tracking exposure to climate and weather extremes is an essential part of being able to ensure that climate-SRHR projects can successfully deliver planned activities. It allows for early warnings about forecasted extreme weather and is vital for documenting the impact of climate and weather extremes on communities. It also generates valuable data for ensuring that activities are responsive to evolving climate and weather-related risks in communities served through these activities. This indicator will be used to track exposure to extreme climate and weather events during implementation.
Definition
Number of extreme weather events in the implementation region (see Implementation Guidance for additional guidance on choosing the appropriate definition for this indicator) across the implementation period.
Data source & measurement
Project monitoring via temperature dataloggers/weather stations, records from national meteorological agency or disaster management authority, global databases such as EM-DAT, etc. (see Implementation Guidance for additional guidance on choosing the appropriate data source for this indicator).
Disaggregation
May be disaggregated by event type, duration, and geography.
Sub-indicators
8.1 The level of climate vulnerability and readiness in the implementation region, as measured by the ND-GAIN Index score or other quantitative climate vulnerability scale (see Implementation Guidance for this domain and Tools and Resources for more)
8.2 Number and percent of communities in the implementation region completing regular (e.g., annual) climate vulnerability and resilience assessments
Qualitative Validation & Contextualization
- Community vulnerability and capacity analysis, community consultations, or preferred qualitative research approach
- Quarterly report on any extreme weather experienced, including impact on implementation challenges, lessons learned, and implementation adaptations
- Interviews and/or focus groups with those affected by extreme weather
- Interviews and/or focus groups with community members and local officials about the climate assessment changes they have experienced over the intervention time period

Indicator level
District, sub-national, or national
Aggregation
Indicator 8 may aggregate up to Indicator 9.2: Total number of extreme weather events across all implemented projects
Indicator 8.1 may aggregate up to Indicator 9.1: Number and percent of countries in the portfolio with high vulnerability and low readiness on the most recent ND-GAIN index
Indicator Source
8.1: Adapted from Notre Dame ND-GAIN Index
Indicator 09:
Portfolios direct climate-SRHR investments to climate-affected regions.
Level: Portfolio
Purpose
Portfolios need to ensure that their investments are directed to climate-affected and climate-vulnerable areas that will benefit most. They also need to track overall exposure to climate hazards across their portfolio as a way of understanding how exposure to climate hazards may moderate or influence the results of these investments. This indicator will be used to track the level of climate vulnerability and readiness in the implementation region.
Definition
Number and percent of countries with active investments that were affected by extreme climate and weather events during the implementation period (see Implementation Guidance for additional guidance on defining extreme climate and weather events).
Data source & measurement
Aggregated from project data or monitored separately for consistency (e.g., through tracking EM-DAT data), following to portfolio preferences (see Implementation Guidance for additional guidance on choosing the appropriate data source for this indicator).
Disaggregation
Type of extreme weather event (e.g., flood, heat wave, cyclone, etc.)
Sub-indicators
9.1 Number and percent of countries in the portfolio with high vulnerability and low readiness on the most recent ND-GAIN index
9.2 Total number of extreme climate and weather events across all implemented projects, disaggregated by event type (e.g., heatwave, flood, cyclone, etc.)
9.3 Number of investments which experienced an extreme weather event and received supplementary funding to conduct a resilience impact assessment, disaggregated by event type (e.g., heatwave, flood, cyclone, etc.), recipient type, and amount of funding

Indicator 10:
Climate-SRHR investmentment portfolios increase access to climate-responsive SRH services.
Level: Project, portfolio
Purpose
Access to SRHR services and improved SRHR outcomes benefit more than just health: they have wide-ranging benefits for livelihoods, equity, and well-being. In addition, generating durable improvements to SRHR outcomes often requires engaging with multiple other health-influencing sectors, including policy, natural resource management, food security, social services, and others. This indicator brings these other domains forward. This indicator will be used to track the degree to which climate-SRHR projects contribute to greater climate resilience, and the sectors to which they contribute most significantly.
Definition
Change in resilience to climate change, as measured by change in one of the following non-health elements of climate resilience:
-Exposure to climate extremes
-Preparedness and planning
-Awareness and skills for adaptive behaviors
-Poverty reduction and sustainable livelihoods
-Bodily autonomy
-Food security
-Infrastructure and energy
-Social services and social protection
-Natural resource management
-Leadership and equity
-Policy
Data source & measurement
Pre-/post-assessment. Some indicators may be available at the regional or national level. For more information on tools for measuring climate resilience and vulnerability, see Implementation Guidance.
Disaggregation
