Rapid Small Grants Program to Drive Climate-SRHR Policy Change

Context

To ensure that gender and SRHR considerations are integrated into climate adaptation financing and policy, knowledgeable advocates must be at the decision-making table. While climate adaptation strategies and financing mechanisms are being strengthened worldwide, SRHR is at perilous risk of being overlooked and left out. Climate-SRHR advocacy efforts need an ongoing strategic infusion of funds in order to do the ground-level work of advocacy and policy-making: convening policymakers, supporting advocates' travel expenses for key meetings, producing policy briefs, conducting landscaping research, gathering stories from those most impacted, and carrying other key activities.

Organization

Panorama Global is a social impact nonprofit established in 2017 that provides fiscal sponsorship, grantmaking services, and donor collaboratives. They initiate pooled funding opportunities and support networking across specific global development issue areas, offering tailored solutions to partners.

Approach

Panorama Global, with funding from New Venture Fund, established an advocacy grantmaking mechanism in 2023 to support organizations working at the intersection of climate change and SRHR in low- and middle-income countries. Organizations receive approximately USD$35,000 over a two year period. The grants support advocacy efforts that: 

  • ensure uninterrupted sexual and reproductive health services in the face of climate threats in the most impacted countries and regions 

  • center gender equity in climate policy making and financing

  • drive cooperation amongst government and NGO stakeholders in bending the curve towards climate resilience among vulnerable populations

Advocacy work requires access to strategic regional and global conferences, which may be cost prohibitive for experts from the Global South. To address this barrier, Panorama Global also established a travel fellowship for climate-SRHR advocates to attend important advocacy forums. Without this support, many essential climate-SRHR activists would be unable to attend pivotal conferences, limiting their impact and reach.

Jeunes Volontaires pour l'Environnement (JVE) Niger/OASIS

Mobilizing Youth for Climate and Health Advocacy in Francophone Africa

Established in 2009, Jeunes Volontaires pour l’Environnement (JVE) is a Nigerien non-profit focused on advocacy efforts at the intersection of population, health, and climate change in Niger and across Francophone Africa. JVE Niger is also a youth group focused on mobilizing youth towards climate change and health advocacy. 

With Panorama Global’s support, JVE Niger has been actively engaging with key stakeholders at the municipal and national levels to advocate for integrated climate adaptation policies and investment frameworks. JVE drafted a policy brief advocating for the inclusion of family planning in the National Adaptation Plan and disseminated it to key climate and SRHR stakeholders. As a result of this advocacy, the Government of Niger assigned a gender focal point within all government ministries and committed to developing a gender strategy on climate change.

To further this work, JVE Niger and its partner OASIS-Sahel are launching a digital advocacy campaign to raise awareness about the connections between population dynamics, health, and climate change, as well as the importance of policies that holistically address community challenges. 

Climate Action Network Tanzania (Tanzania)

Empowering Tanzanians for Climate Action and Health Justice

Established in 2011, CAN Tanzania empowers Tanzanians with capacity building skills and climate change awareness and fosters a networking structure to amplify community voices. CAN Tanzania is an affiliate of Climate Action Network International, a global network of more than 1,900 CSOs in 130+ countries driving collective and sustainable action to fight the climate crisis and achieve social justice. 

With Panorama Global’s support to the ongoing Integrating Sexual and Reproductive Health and Rights into Climate Change policies and Strategies in Tanzania (INSECT) project, the team has focused on producing policy briefs regarding the relationship between climate, gender, and sexual and reproductive health outcomes, leveraging their expertise to inform Tanzania’s second Health National Adaptation Plan (HNAP). The briefs have enhanced awareness, influenced policy discussions, and supported national advocacy efforts. CAN Tanzania’s Executive Director also joined panel discussions at COP28 regarding gender, health, and climate, including the official side event titled “An Undervalued Pathway to Climate Resilience: Investing in FP to Empower Women and Girls. To gather further evidence for recommendations to the HNAP, CAN Tanzania is conducting a qualitative study in a coastal district to document the impact of climate change on various aspects of SRHR.

The International Youth Alliance for Family Planning (Global)

Strengthening Youth Advocates for SRHR and Climate Justice

Founded in 2013, IYAFP is a global youth-led organization and network of young human rights defenders dedicated to advancing Sexual and Reproductive Health, Rights, and Justice (SRHRJ) for young people worldwide. Although registered in the United States, IYAFP's team is 100% based in the Majority World, ensuring that the organization's perspectives and initiatives are deeply rooted in the contexts and needs of the regions they serve. IYAFP has a network of over 40 youth-led organizations with whom they push forward their global and regional advocacy objectives.

With funding support from Panorama Global, IYAFP drafted the first-ever Youth Declaration on SRHR and Climate Justice in consultation with network members, which will be disseminated at the UN General Assembly in September 2024 . IYAFP then attended COP28 for the first time where they launched the Youth Declaration. With new allies from COP28, IYAFP is building a Reproductive and Climate Justice solidarity group of peer youth organizations. IYAFP is also developing a small grants mechanism for youth action in SRHR and climate justice to support its members. 

Regenerate Africa (Uganda)

Advancing Climate Solutions with SRHR and Family Planning Integration in Africa

Established in 2022, Regenerate Africa is a Ugandan non-profit organization that works to accelerate Africa’s transition to a regenerative economy through community, government, NGO, and research and university collaboration to promote innovative climate and renewable energy solutions. 

With Panorama Global funding, Regenerate Africa is increasing integration of SRHR and family planning (FP) into national climate adaptation planning. This work includes  generating evidence and disseminating information on the intersection of climate and SRHR to advance government strategies, particularly for integrating SRHR and FP into the Uganda National Adaptation Plan (NAP) processes. At COP28, Regenerate Africa spoke at side events and participated in the national delegation as part of its efforts to ensure that Uganda’s first Health National Adaptation Plan incorporates gender and SRHR and coordinates with the Ministry of Health. Regenerate Africa has also built technical capacities for various Ugandan agencies on SRHR and FP including: the Gender and Climate Change Committee and the Health and Climate Committees within the Ministry of Gender, Labour, and Social Development.

Pita Putih Indonesia 

Championing Maternal Health and Climate Resilience Across Indonesia

Established in 1999, Pita Putih Indonesia (PPI) is a Jakarta-based NGO that mobilizes a diverse network of 40+ organizations to prioritize the health and well-being of women and their newborns, working across 32 provinces. PPI works to develop grassroots health solutions, educate government ministries, and ensure coordinated outreach to vulnerable populations throughout Indonesia. 

Since 2022, PPI has engaged with national agencies to raise awareness about the devastating impact of climate change on maternal and newborn health. Their work with the Ministry of Health, the National Population and Family Planning Agency, the National Disaster Management Agency, and the Meteorology, Climatology and Climate Change Agency, as well as public health and medical professional associations, has influenced policy dialogues and agenda-setting for research and data collection that keep the needs of young people front and center.
